एमसीसीको विरोधमा नेमकिपाद्वारा अमेरिकी दुतावासमा धर्ना (विरोध पत्र र तस्वीरसहित)

नेपाल मजदुर किसान पार्टीको आयोजनामा मंगलबार राजधानीमा अमेरिकी मिलेनियम च्यालेन्ज कम्प्याक्ट(एमसीसी) को विरोध प्रदर्शन भयो । रत्नपार्कबाट सुरु भएको विरोध जुलुस महाराजगञ्जस्थित अमेरिकी दुतावासअघि पुगेर धर्नामा परिणत भएको थियो । दसौं हजार जनताको सहभागितामा भएको विरोध प्रदर्शनमा सहभागीले एमसीसीको विरोधमा गगनभेदी नारा लगाएका थिए । उनीहरूले एमसीसी नेपालको संसदबाट पारित गर्न नहुने र पारित भए देश अमेरिकाको क्रिडाभूमि हुने बताए ।

विरोध प्रदर्शनको क्रममा नेमकिपाका सचिव एवं सांसद प्रेम सुवालको नेतृत्वमा अमेरिकी दुतावासमा गएको प्रतिनिधिमण्डलले अमेरिकी प्रतिनिधिलाई विरोध पत्र बुझाएको थियो । विरोध पत्रको पूरा विवतरणः

नेपाल मजदुर किसान पार्टीका हामी नेता–कार्यकर्ता तथा समाजको विभिन्न क्षेत्रको प्रतिनिधित्व गर्ने नागरिकहरू राजधानी सहरमा आज अपरान्ह विरोध ¥यालीपश्चात् संरा अमेरिकी राजदुतावास अगाडि भेला भएका छौं । संरा अमेरिकाको सहस्राब्दी चुनौती परियोजना (एमसीसी) र नेपाल सरकारबीच भएको सम्झौता यस क्षेत्रको शान्ति र विकासअनुकूल नभएकोले उक्त सम्झौताको विरोध एवम् भत्र्सना गर्दै महामहिम अमेरिकी राष्ट्रपति डोनाल्ड ट्रम्पको नाममा लेखिएको विरोध–पत्र महामहिमसमक्ष हस्तान्तरण गर्न हामी यहां भेला भएका हौं । विगत पांच महिना यतादेखि एमसीसी सम्झौताको खारेजीको माग गर्दै संरा अमेरिकाको हिन्द–प्रशान्त रणनीतिविरुद्ध नेपाली जनता निरन्तर आवाज उठाउंदै छन् ।

यो सम्झौता नेपालको राष्ट्रिय स्वार्थविपरीत छ । यसले देशको सार्वभौमिकता तथा राष्ट्रिय स्वतन्त्रतामाथि आंच पु¥याउने छ । नेपाली जनता यो सम्झौतालाई अस्वीकार गर्दछन् । नेपाल र नेपाली जनताले अन्तर्राष्ट्रिय क्षेत्रमा असङ्लग्नताको नीति अवलम्बन गर्दै आएको जगजाहेर छ ।
सारा विश्वलाई अवगत छ कि नेपालले कुनैपनि सैनिक गठबन्धनमा कहिल्यै सहभागिता जनाएन र जनाउने चाहनासमेत कहिल्यै देखाएन । एमसीसी संरा अमेरिकाको हिन्द–प्रशान्त रणनीतिअन्तर्गतको सैनिक परियोजना पनि हो । नेपाल र नेपाली जनता सर्तसहितको सहायतामा विश्वास गर्दैनन् । कुनैपनि आवरणमा नेपालको आन्तरिक मामिलामा हस्तक्षेप नेपाललाई स्वीकार्य छैन । कुनै शक्ति राष्ट्रले नेपाली भूमिलाई ‘स्प्रिड्ड बोर्ड’ बनाउन खोजेको नेपालीलाई स्वीकार्य हुने छैन । संसारका विभिन्न भागमा तैनाथ संरा अमेरिकी सैन्य अखडानै विश्व शान्तिको निम्ति ठूलो खतरा हो भन्नेबारे विश्वकै न्यायपे्रमी जनता प्रस्ट छन् । नेपाली जनता यस क्षेत्रमा अमेरिकी सैन्य अखडा निर्माण होस् भन्ने पक्षमा छैनन् । एमसीसी तथा सैन्य रणनीतिअन्तर्गतको अनुदानमा लुकेको संरा अमेरिकी नेतृत्वको सैन्य गठवन्धनको हामी स्पष्ट शब्दमा विरोध गर्दछौं । देशको सार्वभौमिकता एवम् स्वतन्त्रताको रक्षा गर्न हामी नेपाली जनता हरदम सङ्घर्षरत रहने छौं, जुन इतिहासमा लामो समयदेखि गर्दै आइरहेका छौं ।

हामी पुनः जोडका साथ भन्छौं कि नेपाली जनता साम्राज्यवादी अत्याचार, दमन या युद्धमा होइन देशभित्र शान्ति, एसियामा शान्ति तथा विश्व शान्तिप्रति दृढ छन् । एसियामा ध्वंश मच्चाउने या युद्ध भड्काउने अथवा हतियार व्यापारमार्फत विश्व शान्तिमा खलल पु¥याउने कुनैपनि प्रस्ताव हाम्रो निम्ति स्वीकार्य छैन । राष्ट्रिय स्वतन्त्रता, सम्प्रभुताको रक्षा, शान्ति तथा समृद्धिको पक्षमा निरन्तर सङ्घर्षरत नेपाली जनताको भावनासंग एमसीसी सम्झौता पटक्कै मेल खांदैन । नेपाली जनता सह–अस्तित्व, आपसी सहयोगमा विश्वास गर्दछन् । हामी त्यस्तो मित्रवत् सम्बन्धको पक्षमा छौं जुन आपसी लाभ, समानता र आपसी सम्मानको बलियो जगमा आधारित होस् ।
तसर्थ, नेपाल सरकारसंगको एमसीसी सम्झौता खारेज गर्न र नेपालको सम्प्रभुत्ताको यथोचित सम्मान गर्न संरा अमेरिकी सरकारलाई आह्वान गर्दछौं । यो कदम दुबै देशको निम्ति हितकर हुनेछ । यो बुद्धिमानीपूर्ण पाइलाले मात्र लामो समयदेखि कायम रहंदै आएको नेपाल र संरा अमेरिकाबीचको सम्बन्ध तथा नेपाली जनता र संरा अमेरिकी जनताबीचको सम्बन्धलाई सुमधुर बनाउने छ ।

Excellency,
We, the leaders and cadres of Nepal Workers & Peasants’ Party (NWPP), and people from different walks of life after the protest rally in the capital city this afternoon, have gathered in front of the US embassy in Maharajgunj, Kathmandu to handover to your Excellency the protest letter written in the name of the president of the US, denouncing the agreement between the US’s Millennium Challenge Corporation (MCC) and Nepal Government. People’s struggle demading the termination of the MCC compact and protesting the Indo-Pacific Strategy of the US have intensified across the country for the last five months.

The agreement is not only against the national interest of Nepal but also harms the sovereignty and national freedom of the country. Nepalese people refuse to accept the compact as Nepal and Nepalese people always adhere to the non-alignment policy in the international sphere.
The entire world knows very well that Nepal has never joined any military alignment and never wishes to join. It’s an open secret that MCC is the project under the Indo-Pacific Strategy of the US government. Moreover, Nepalese do not believe in any aids with conditions. Interference in our domestic affairs in any disguise is never welcome. Making our peaceful land a spring board for achieving ulterior purposes by any power is never acceptable. The people of the world are quite aware that the presence of the US military base in different  parts of the world is the main source of threat to the world peace and are against any  US military base. We unequivocally oppose the idea and intention of the US government behind the MCC and the aid of military strategy.   Nepalese will ever combat to safeguard its sovereignty and freedom as we have long been doing in the history.
We would like to reiterate that Nepalese people firmly believe in peace; inside the country and in Asia, and in the world rather than imperialist hegemony or war. We can never accept any proposal that would lead to war or disaster in Asia or harm the peace of the world. The MCC compact is starkly juxtaposed with the sentiment of Nepalese people who have long been struggling for national freedom, safeguarding sovereignty, peace and prosperity.  Nepalese believe in co-existence, co-operation and developing friendly relations with all on the strong ground of dignity, equality and mutual benefit.

Therefore, we strongly urge the US government for the immediate withdrawal from the MCC compact with Nepal government and honor the sovereignty of Nepal. It would be a wise step for both that would prove to be harmless in the long term relation between Nepal and the US and between Nepalese and people of the US.
